ESG MANAGEMENT : 지속가능한 산학협력 생태계(Sustainable Company Campus Collaboration Ecosystem)

1. 의의

1996년 세계 최초로 스마트폰이 탄생한 것은 노키아와 핀란드 제2 도시 탐페레 소재 탐페레대학(TUT)의 산학협력 결과물이었다. 대학 주변에는 테크노파크(Techno-Park)와 핀란드 기술연구센터가 함께 입주해 있으면서 산학연 협력을 통해 지역사회와 국가 경제에 기여하고 있다.

탐페레를 비롯해, 세계적인 산학혁신클러스터를 보면 스웨덴의 시스타, 이스라엘의 키리아트와이즈만 혁신 클러스터, 미국의 실리코 밸리, RTP(Research Triangle Park, North Carolina), 영국의 Surrey Science Park 등이 있다.

3. 기능

1) 혁신주체인 '3C'의 유기적인 협력체계

3C인 산(Company), 학(Campus)지(Community) 간 각각의 역할을 수행하면서 상호협력을 통해 지역발전을 이끌고 있다.

2) Hyper-Connectivity(초연결)

4차산업혁명시대를 선도하는 초연결, 초융합, 초지능화가 가속화한 수 있도록 지속가능한 산학협력을 유도하는 산업정책 설계 및 추진이 중요하다.

3) Seamless Packaging Platforms(전주기 패키징 플랫폼)

산학협력에 의한 혁신클러스터를 성장, 발전시키기 위해서는 산학협력 기반의 인재양성, 창업, R&BD, 기술사업화가 일괄해서 추진되는 Seamless Packing Platforms의 구축 및 운영이 필수적이다.

4. 시사점

COVID-19시대에 산학협력을 통한 기업의 육성과 기업경쟁력 강화는 4차산업혁명시대의 가장 중요한 산업정책과제이다. 산학협력의 강력한 협력 생태계를 산업단지에 구축하여 지역대학과 지역산업의 공생발전을 이끌 수 있도록 지속가능한 산학협력 플랫폼을 활섬화하는 것이 중요하다. 이론과 현장의 전문성이 함께할 수 있는 산학협력 파트너십이 글로벌 경쟁력을 확보할 수 있는 방법이다.

Science based RFP(Request For Proposal)

1. Introduction

Business relations between enterprises and master plans have relations with each other in contents, and visions for coping with digital trends. It is important for concerned parties to have fundamental principles to enlighten foreseeable environments both tangible and intangible bases. Nowadays there are lots of limitations surrounding SMEs in existed and facing conditions. Especially technical requirements need to have sound and profound logics because of balanced recommendations to be required called science based proposals.

2. What's 'Science based RFP'?

'Science based RFP(Request For Proposal) means that theoretical and objective bases produce total system coping with sustainable and efficient guidelines and procedures for enterprises. Generally, there are 3 stages in preparing for seamless plans. That is Plan, Do, See. Among them Plan is pivotal role in preparing for seamless successful platforms which enhance objective functions to connect total processes. Especially it is more important conditions than tacit stages in doing and evaluating stages in 4th Industrial Revolution Era. Digitalization and changes of values need more profound science based research and objectivity because of unprecedented threats to cope with formidable problems and challenges surrounded business entites. It is prerequisites to having logical thinking and making concrete decisions preparing for seamless platforms based on science research and analysis.

3. Recommendations 

Nowadays COVID-19 economy accelerates seamless platforms for applying to ICT infrastructures surrounding business entities and researching Bigdata  repository fundamentals. More considerations for effective countermeasures should be regarded Science based RFP as core conditions for enhancing environmental protection. The more digital transformation passes, the more theoretical and required manuals to be sustainable platforms for business entities and concerned parties based on seamless contents to be secured both tacit knowledge and digital technologies. Wisdom is mightier than Intelligence and information in preparing for digital innovation Era.
