SMEs' globalization & Standardization for taking initiatives in technology 

Smart Industrial Complex stategy for depends on SMEs policy making the importance of SMEs role and core competencies for developing Korean Economy and SMEs policymaking programs. And takes meaningful exchanges for collaboration networks enhancing SMEs' innovation and development.

Among policymaking packages concerned SMEs(Small & Medium sized Enterprises), Seongnam SMEs ecosystem for enhancing global competitiveness and performance received effective applications and approaches  of globalization and taking initiatives based on small business standards connected SMEs innovation clusters including Biotechnology and ICT infrastructures surrounding SMEs.

4차산업혁명시대의 생태계 확장에 기초한  IoT와 E-헬스케어의 중소기업표준화적용에 초점을 둔 글로벌 생산성 

중소기업은 4차산업혁명시대의 핵심인프라임. 기술표준화 등 중소기업에 있어 새로운 적용은 글로벌 생산성제고를 위한 기회가 될 것임. 가치는 제조업체와 유통업체 등 관계당사자간에 연계와 협업에 근간을 두는 것임. 표준화는 상호운용체계에 대한 신뢰도를 제고하여 중소기업으로 하여금 핵심사업에 집중할 수 있도록 도와줌

IoT(사물인터넷)은 중소기업에 핵심인프라이며 EU를 중심으로 하는 oneM2M역시 전세계 8개 표준화 기구들이 모여 운용되고 220개 이상의 산업체가 참여하고 있으며, 중소기업의 글로벌 생산성제고에 연계됨. IoT와 oneM2M 특징은 상호운용체계에 대한 호환성이 높으며 이질적인 원천으로부터 목적에 부합하게 연계할 수 있는 장점이 있음

중소기업은 전세계적으로 글로벌 성장동력의 역할을 수행하고 있음. 기존 생산성향상방식인 투입대비 산출에 대한 단순한 생산성 개념에서 중소기업에 대한 ICT인프라를 적용한 새로운 글로벌 생태계 조성으로 중소기업의 글로벌 경쟁력 활성화가 필요함

이와 관련하여 헬스케어 분야의 경우는 ICT를 기반으로 새로운 글로벌 중소기업표준화에 응용될 수 있는 분야로 부상함. 만성질환 등에 정밀의료 표준화 등이 적용하여 중소기업에 새로운 신시장 창출 및 글로벌 시장공급으로의 가능으로 기술표준화 등 새로운 글로벌 생산성 환경을 조성해 나가고 있음. 

중소기업의 디지털 기술은 시장에 대한 정보를 고도화 해주며 원거리와의 연계성 및 지식네트워크 등 기존의 생산성 중심의 투입요소에서 기업가치 및 기술가치를 제고하는 경제적인 생산성 향상 환경을 조성하게 해 주는 것임

인천시, 성남시, 충남의 경우는 글로벌 생산성 제고를 위한 환경조성의 일환으로 바이오헬스케어산업에 대한 전략적 노력을 추진하고 있는 바, 이와관련하여 ICT산업을 기반으로 산학연관병을 기관을 연계한 글로벌 가치체계 인프라를 구축하여 바이오기업에 대한 생산성제고를 위한 바이오 생태계 전략을 적극 추진하고 있음. 

다만 글로벌 생산성제고를 위한 전략적 노력과 관련하여 글로벌 생산성 개념에 대한 확장형 생산성 개념의 도입 및 적용이 요구되는 4차산업혁명시대에 중소기업의 글로벌 생산성제고를 위한 노력에도 불구하고  많은 나라에서 규제의 복잡성 비효율적인 기업가정신의 실현에 대한 제약 등은 개선해야 할 과제임
